As if the toy recall crisis weren’t enough to make retailers nervous heading into the holiday season, last week the National Retail Federation offered up more bad news. The U.S. trade association released its forecast for the upcoming holiday season, predicting that sales will rise 4.0 percent this year to $474.5 billion—well below the 10-year average of 4.8 percent. According to the NRF, it would represent the slowest holiday sales growth since 2002, when sales rose 1.3 percent.
